on Parliamentary Procedure for Officers of Autonomous Bodies/Institutes/PSUs under Central Govt

Duration : 3 Days ( Includes visit to Parliament House)

Day 1: Parliamentary Questions & Assurances

The Lecture would include detailed procedure on how a Question is admitted, listed and sent to the Ministry for soliciting answers and the actions expected on the part of ministry officials, officials of Autonomous Institutions, if the question pertains exclusively or partially to them, in properly responding to the Parliament. The Lecture also includes education on how to know about a question well in advance for better and informed response. The Lecture on Parliamentary Assurances explains the various steps of taking extensions, fulfilling an assurance or getting it dropped, if not feasible to fulfill it. It will also throw light on how to get the assurance transferred to the ‘right’ ministry, if listed wrongly.

Day 2: Parliamentary Committees and Study Visits

There will be 2-3 lectures on the Parliamentary Committee system and the role of Autonomous institutions under the Government of India. The first lecture will focus on the Protocol requirements on the Part of the Autonomous Institutions in respect of the Parliamentary Committees visiting the institutions on Study-tours. The Lecture will also dwell upon the Pre-visit, Visit and Post-visit ( preparation to receive a Committee, managing the Committee while on tour, protocol services, submitting of reports, settling of bills, etc) requirements of the Parliamentary committees and how to handle them professionally and efficiently.

Laying Annual Reports on the Floor of the Houses is an important aspect of parliamentary duties on the part of the Autonomous institutions. Thus, there will be one lecture of the functioning of the Committee on Paper Laid on the Table. Committee on Rajbhasha takes care of the obligation of working in Hindi. We will arrange for one exclusive lecture on various requirements of Rajbhasha Committee.

Day 3:

(A): Contents of Presentation before the visiting Parliamentary Committee

Many parliamentary committees of Parliament undertake Study visits round the year. The Contents of the Presentation by an Autonomous Institution before the visiting Committee are of utmost importance. An exclusive lecture will be organized on how to impress the Committee and extract promises from the them in favour of the institution.

(B): Visit to Parliament Precincts

There will be a Conducted Tour to Parliament Museum, Central Hall, Lok Sabha and Rajya Sabha Chambers with a view to provide first hand feeling to the participants about parliamentary functioning.

Deliverables

i. There will be three classes every day of atleast 60 minutes
duration, with a break of about 15 minutes.

ii. Tea/coffee/snacks will be served during the break .

iii. Working Lunch will be served after the end of classes.

iv. A Kit bag containing Stationery/material will be provided to
every participant.
