on Parliamentary Procedure for Officers of Govt. of India/ Autonomous Bodies/PSUs

Day 1: Raising matters of Public Importance and Parliamentary Devices & Parliamentary Questions & Assurances

This section will exclusively deal with Parliamentary devices used to raise matters of Public importance like Calling Attention notices, Short Duration Discussions, Special mentions, half an hour discussions, Private member’s Bill and Resolution, Statement by the Minister etc. and the role of the ministry officials. Law making processes.

The Lecture would include detailed procedure on how a Question is admitted, listed and sent to the Ministry for soliciting answers and the actions expected on the part of ministry officials in properly responding to the Parliament. The practical interaction also elaborates the processes of getting ministries changed if a question is wrongly listed against a ministry. The Lecture on Assurances explains the various steps of fulfilling an assurance or getting it dropped, if not feasible. It will also throw light on how to get the assurance transferred to the ‘right’ ministry, if listed wrongly.

Day 2: Parliamentary Committees

There will be two set of lectures on the Parliamentary Committee system. The first set of lecture will focus on the House Committees i.e. Committee on Petitions, Committee on Subordinate Legislation, Committee on Paper Laid on the Table, Committee on Assurances, Committee on MPLADS, Committee on Public Undertakings, Committee on Estimates, Committee on Rajbhasha etc. The Second set of lecture will explain various aspects of 24 Department-related Standing Committees mainly dealing with Demands for Grants and the role of the ministry officials in dealing with them. An exclusive lecture will also be given on the role of ministry in arranging Study Tours by various parliamentary committees.

Deliverables

i. There will be three classes every day of atleast 60 minutes
duration, with a break of about 15 minutes.

ii. Tea/coffee/snacks will be served during the break .

iii. Working Lunch will be served after the end of classes.

iv. A Kit bag containing Stationery/material will be provided to
every participant.
