Sh. N.K. Singh is currently Secretary to the Deputy Chairman, Rajya Sabha. He is a  Honorary Faculty with PARI and specialises in the functioning of the Committee System in the Parliament. Sh. Singh did his MA in Political Science from the  Center for Political Studies, (CPS), Jawaharlal Nehru University, before joining Rajya Sabha Secretariat as a Research Officer. He tirelessly worked for the Rajya Sabha Secretariat in various capacities for about 35 years and retired as Addl. Secretary. He has vast experience in parliamentary functioning. He has worked in all the major parliamentary standing committees and he is responsible for establishing the  Ethics Committee in Rajya Sabha. Has been  Lok Sabha Fellow for issues related to Sub-ordinate Legislation. 

Sh. K.S.Nagi is an honorary faculty with the PARI. Sh. Nagi joined the Ministry of Health, Govt. of India in 1974. In  1979, he was given the responsibility of the Parliament Section in the Ministry as Parliament Assistant. Since then he has been handling the Parliamentary work for the Ministry. He superannuated in 2011 as Deputy Secretary, Parliament and from the very next day he has been working as Advisor, Parliament in the Ministry of Health & Family Welfare. He is a storehouse of experience as far as parliamentary procedure and the role of the ministries in dealing with the Parliament is concerned. 

Dr. Yogendra Narain (born 26 June 1942) is a 1965 batch retired Indian Administrative Service(IAS) officer of the Uttar Pradesh cadre. He has served as the Founder-Chairman of the Greater NOIDA Industrial Development Authority and of the National Highway Authority of India. Dr. Narain also served as a Secretary-General of the  Rajya Sabha – the Upper House of the Parliament of India. He retired from the Indian Administrative Services after serving for over 42 years. He has worked in various capacities in the administration in the State of Uttar Pradesh and the Government of India. He served as the Principal Secretary to the Governor of Uttar Pradesh; as Secretary, the Ministry of Surface Transport, Government of India; Chief Secretary of Government of Uttar Pradesh and  Defence Secretary to the Government of India. Dr. Narain holds degrees: B.Sc., M.A. (Political Science), Diploma in Development Economics, M. Phil and Ph.D.

Sh. Devendra Singh Aswal. Over three decades, he has serviced various prestigious Committees of the Lok Sabha, Indian Parliament and the House in various capacities and earned adulation from eminent parliamentarians. He was principal draftsman of Public Accounts Committee on subjects like 2G spectrum, Adarsh Housing Scam, Acquisition of Aircraft by Ministry of Civil Aviation, Defense Estate Management, Operation Vijay and many others. A prolific writer, his articles have been published in national dailies, magazines and journals. He is faculty member of the Bureau of Parliamentary Studies and Training, Institute of Constitutional and Parliamentary Studies, PRS Legislative Research and the Indian Corporate Law Services Academy. He has delivered numerous lectures on almost all aspects of the functioning of Indian Parliament and Constitution to the probationers of All India Services, senior executives of PSUs, University Teachers, Journalists and Members of Parliament from many countries. As Secretary to Parliamentary Delegations, he has visited many countries and studied their Parliamentary Systems. He has authored two books on different aspects of the functioning of our Parliament and a travelogue.  The publication Division, Ministry of I&B is bringing hindi version of his book on The Indian Parliament. Currently, he is a practicing Advocate and also writes on contemporary constitutional and public policy matters.

Shri Jagmohan Sundriyal, Former Joint Secretary in Rajya Sabha, Parliament of India is an expert in Parliamentary and Constitutional matters, legislation, finance and budget, public policy analysis and public administration with more than 36 years of experience in Parliament (both Houses), Government of India and State Government of Uttarakhand. He has worked with distinction in all functional areas of Parliament administration. He has been associated with all formats of Parliamentary Committees and contributed immensely in the domain of education, health, industry, transport, tourism, culture, environment & forests and commerce by preparing more than 150 reports of different Parliamentary Committees on financial, legislation and policy issues of different Ministries/Departments of Govt. of India. He has worked as J.S In-charge of the Department-related Committee on Health and Family Welfare for almost five years and has been instrumental in scrutinizing landmark legislations and examining subjects of public importance relating to health sector. He has remained engaged as faculty to different training programmes conducted by the Parliament of India and the Parliamentary Administrative and Research Institute. 

Shri S. K. Tripathi is a former Joint Secretary and CVO in the Rajya Sabha Secretariat, Parliament of India. He joined the Rajya Sabha Secretariat in the year 1985. Over the span of three decades he has been associated with legislative business as well as non-legislative business pertaining to the Council of States. He has been overseeing the work of three Parliamentary Committees namely; Committee of Privileges, Committee on Rules and Committee on Government Assurances. Also, he has been Faculty member in various courses/programme conducted by Institute of Constitutional & Parliamentary Studies and Rajya Sabha Secretariat on subjects of Legislative Drafting, Law making process, raising matters of urgent public importance, matters of breach of privileges etc.

Sh. Alok Saxena- Retired as an Additional Secretary in the Ministry of Health & Family Welfare and Director General of National Aids Control Organisation (NACO) and well CGHS (Central Government Health Scheme). He also looked after the Ayushman Bharat-Pradhan Mantri Jan Aarogya Yojana (AB- PMJAY), the erstwhile Rashtriya Swasthya Bima Yojana (RSBY), Rashtriya Aarogya Nidhi & Health Minster’s Discretionary Grant, National Program for Prevention of Burn Injuries, Trauma Centres and Road Safety, Indian Red Cross Society and Global Fund etc.

Mathew Cherian is a B.E. (Honours) in Civil Engineering from BITS, Pilani Rajasthan & holds a PG Diploma in Rural Management from the first batch of IRMA, Institute of Rural Management, Anand, Gujarat. After engineering, he was engaged with oil exploration, with Schlumberger and ONGC. After IRMA, he worked in the area of rural development with cooperatives, in association with the National Dairy Development Board. He was a consultant to voluntary agencies and to the National Wastelands Development Board. His further assignments include the post of National Director, Oxfam, UK and India, Programme Director, South Asia, Plan International, and Executive Director, Charities Aid Foundation. He has founded Charities Aid Foundation in India, Credibility Alliance, a network for accountability and Resource Alliance (to train in fundraising) and founded Human Rights Network. Former Chair of Mobile Crèches, Chairperson of Credibility Alliance and Resource Alliance. Also serves as Member of the NGO Task force of the Planning Commission, Member of Grants Approval Committee of the Ministry of Social Justice & Empowerment, Member of Core Committee of National Human Rights Commission. He is on the international board of HelpAge International. Mathew currently serves full time as the Chief Executive of HelpAge India.

Shri S. Rangarajan retired as Director in the Rajya Sabha Secretariat, Parliament of India , New Delhi. He joined the Rajya Sabha Secretariat in the year 1994. In the span of more than three decades he has wide and vast experience in handling the work in Administration, parliamentary committees, namely the Committee on Science & Technology, Environment and Forest and Committee on Papers laid on the Table. He also looked after Vigilance Section of Rajya Sabha for many years.

Dr. Raghab P. Dash works as Joint Secretary in the Rajya Sabha Secretariat, Parliament of India. He has more than three decades of experience working in the Rajya Sabha Secretariat, out of which he has rendered his services in the office of two Vice-Presidents of India, Shri Krishan Kant and Shri Bhairon Singh Shekhawat. He pursues his academic interest in the working of the Indian Parliament. He has done his doctoral research on areas of contestation in the Executive and the Legislature relations in the context of law-making in Parliament from the Centre for the Study of Law and Governance, Jawaharlal Nehru University, New Delhi.

S. C. Dixit. Retired as Director from the Rajya Sabha Secretariat,  Before joining Rajya Sabha, he also worked in Defence Accounts Department for 5 years. Also during his ervices in Rajya Sabha Secretariat, he went on deputation to Labour Bureau, Chandigarh and served there for 3 years as Administrative Officer. He looked after the Members Salary and Allowances for over 10 years  in Rajya Sabha Secretariat.

Sh. Swarabji, B, recently retired as Joint Secretary from the  Rajya Sabha Sect, Parliament of India. An M Phil degree holder from Jawaharlal Nehru University, New Delhi (JNU), he has worked in many of the important Parliamentary Committees, such as Transport, Tourism and Culture; Select Committee, Question Branch, Distribution Branch etc. He was also  the Web Supervisor of Rajya Sabha for over  twelve years.

Sh. A. K. Srivastava has more than 34 years of experience in the Lok Sabha Secretariat  and has multifaceted experience of working in  the Question Branch, multiple committees on Labour,  Social justice & Empowerment, Defence, Urban Development, Rural Development, Government Assurances, Petitions, MPLADS, Welfare of SC &St, Chemicals and Fertilisers. he recently retired as a Director in LSS. He has visiited the UK Parliament and Australian Parliament to observe and study their functioning.

Sh. Rajiv Sharma is a special director for security, Rajya Sabha. He started his career with the Rajya Sabha in 1989. He has attended numerous training courses in India and abroad. He has participated in courses conducted by elite agencies such as the Intelligence Bureau, NSG, Delhi Police, he was also part of an Indian delegation which went to London to undergo special training in 2009.

Shri Sanjeev Chandra  Director in the Rajya Sabha Secretariat, did his MA from JNU in Indian History, He has a vast experience of over 3 decades of working invarious branches like Committees, Questions, Table Office, General Administration, and RTI Cell.

Sh. Pradeep Chaturvedi recently retired  as a Joint Secretary from the Rajya Sabha Secretariat. A specialist in International Law, Administrative Law and Constitution. He is an internationally accreditated trainer and served as a Coach / Advisor in the Ministry of Justice, Government of Afghanistan, developing the capacity of all stakeholders of the Justice Sector in order to successful implementation of Justice Sector Support Programme  and Rule of Law. He has Conducted training courses on topics related to Parliamentary procedures, Human Rights, Legislative drafting, Human resource management, organizational behavior, motivational skills, communicational skills etc. Also has been Faculty / Facilitator at Union Territory Civil Services (UTCS) Institute, a training Institute of Civil Servants of Government of a Union Territory of India.

Shri J. Vinod Kumar retired as Director (Policy and Co-ordination) of the Central Vigilance Commission (CVC) in Oct. 2020. CVC is mandated under the CVC Act, 2003 for exercising superintendence over the Vigilance Administration and functioning of Central Bureau of Investigation (CBI). Shri J. Vinod Kumar is a veteran with over 37 years of knowledge & practical experience in all aspects of Vigilance Administration and Anti-corruption policy making and implementation. In addition, he possesses vast knowledge of existing practices, procedures, and assisted the CVC in devising fresh guidelines and advisories for the Central Govt.  Departments, CPSEs, PSBs, PSICs, and Autonomous Bodies etc. He has also served in the Corporate Vigilance setups of Indian Oil Corporation Ltd. ( IOCL) and Oil and Natural Gas Corporation (OÑGC) on deputation. He represented/ was part of the Indian Delegation at various fora; UNODC for UNCAC meetings, G20 and BRICS Anti-corruption Working Group meetings, at OECD Anti-Bribery Convention, other International conferences etc. A regular faculty of CVC for induction trainings for Chief Vigilance Officers (CVO) conducted by CVC, CBI etc., since 1998. Also, as faculty for other training institutes like ISTM, CBI Academy, National Police Academy and other training academies of CPSEs and Public Sector Banks on diverse areas of Vigilance Administration, Anti- Corruption matters, Service & Disciplinary matters.

Shri Pranai Prabhakar, Principal Executive Director, Infrastructure, Ministry of Railways, New Delhi, served as the CVO of Central Warehousing Corporation. The Vigilance Unit of Central Warehousing Corporation (CWC) is responsible for vigilance activities in the organization under the aegis of the Central Vigilance Commission (CVC), the apex organization of the Government of India that controls anti-corruption measures and probity in public life. The vigilance unit conducts investigations, disciplinary proceedings, undertakes follow-up actions etc. Prabhakar sir has previously served as the chief General Manager of the Container Corporation of India Ltd.(CONCOR) North West Region. He is from the 1990 batch of Indian Railway Traffic Service. He has worked in various commercial, operational and general posts of Western Railway like Secretary to GM, chief public relation officer, chief transportation planning manager. He has trained PARI’s first international batch on Anti-Corruption.

Shri P. C. Gupta is a retired Indian Civil Accounts Service officer. He retired as Assistant Controller of Accounts from Ministry of Finance. He was also re-employed as Administrative Officer in Krishna Water Disputes Tribunal, Ministry of Jal Shakti post-retirement'. He brings in a wide and rich experience of 40 years in central government in the fields of Administration, Finance and Accounts. He has been a guest faculty in National Academy of Broadcasting & Multimedia (NABM), the Institute of Sectt Training & Management (ISTM), Institute of Govt Accounts & Finance (INGAF). He is also frequently invited as a guest Speaker in conferences, workshops etc organised by various ministries/departments. We are privileged to have sir partake in this initiative with us.

Shri Anindo Majumdar is a retired officer of the Indian Administrative Service of the 1985 batch and currently working as an  Administrative Member, CAT, Kolkata. He retired from the post of Secretary, Central Vigilance Commission in August,2020. Shri Majumdar has served in Arunachal Pradesh, Mizoram, Delhi and the Andaman and Nicobar Islands. Some of the key posts held by him are: Secretary, CVC, Chief Secretary, Andaman and Nicobar Administration, Principal Secretary, GNCTD, Joint Secretary, Department of Agriculture and Cooperation, Govt. of India, Deputy Chairman, Kolkata Port Trust, Deputy Commissioner, Andaman District, Deputy Commissioner, East Kameng District etc. Shri Majumdar also served as a Capacity Development Advisor in the United Nations Development Programme in Afghanistan between 2011 to 2013. Shri Majumdar has a MBA degree from the University of Hull, UK and a MA degree in Economics from the Delhi School of Economics, University of Delhi.

Shri Mukesh Chaturvedi retired as a Director from the DoPT, Govt. of India. He was dealing with the policy matters relating to CCS (CCA) rules, conduct rules, sexual harassment etc. During the most of his career he has worked in vigilance areas, including in the CVC, DGS&D and EPFO. He has been IO, PO, and Defence Assistant in several cases. Since 2003 he has been a regular faculty, and has trained thousands of participants including in the ISTM, CBI Academy, Sardar Patel Academy etc. He has also often been invited by the UTs like the Andamans, and Lakshadweep etc. for imparting training to their officers. He has run several courses for leading PSUs like MOIL, NMDC, Mahanadi Coal etc. He has written two important books. The first one is about “Sexual Harassment Conducting Inquiry as per Service Rules” and the second one is on “Compulsory Retirement”.

Shri Surjit Singh retired as Director and has wide and deep understanding of the Vigilance set up of the various Central Government Organisations. He has handled wide variety of Vigilance cases in the Railways, Steel, Mines, Atomic Energy, Industry, Power, Electronics, Science & Technology, Banking; and Insurance sector etc. He has conducted 100 plus departmental Inquiries in respect of senior officers of the Government as Commissioner for Departmental Inquiries (CDI) in the Commission. He has handled administrative matters relating to Establishment, Personnel matters and General Administration including procurements. He has delivered lectures and conducted workshops on all aspects of Vigilanc- related matters in various PSUs, Banks and other Government Organisations/ Training Academics and Institutes. He has been a faculty in the regular training courses conducted by the Commission for the CVOs. He has been retained by the Commission as Consultant after retirement (on 31st October, 2013).He was appointed as Advisor(Vigilance), SAIL for a period of 1 year w.e.f. 01 November, 2014 to impart vigilance training to the Executives. He has worked as an Advisor (Vigilance) to the CMD, NBCC for a period of 3 years. He is presently engaged in the work of conducting Departmental Inquiries against Officers of Central Government and PSUs.

 

Shri Sanjay Shrivastava is an IAS officer of 1980 batch, of the UT cadre, Shri Sanjay Srivastava has a long and extremely successful career of 42 years. He has worked in different capacities in the state and central governments spanning over a period of more than 4 decades. He did his graduation from Gorakhpur University, MSc in Botany and LLB from Allahabad University and an MBA from Southern Cross University in Lismore, Australia. He has added LLM to his kitty. He mainly served in Manipur before coming to Delhi on Central Deputation to serve as a PS to a Central Minister and later worked in the Ministry of Health and Family Welfare as Deputy Secretary and Director. He served as Director of Vigilance-cum-Joint Commissioner of Police in Anti-corruption Cell, Govt. of NCT Delhi from 1994-2000. He also held additional charge of CVO in Delhi Electric Supply Undertaking and Labour Commissioner in the Govt of NCT Delhi. Shri Shrivastava worked as Secretary of Services and Administrative Reforms in Delhi Govt., Chief Secretary of Goa and Chief Secretary, Govt. of Delhi, Vice Chairman. Delhi Development Authority and Secretary, Coordination, Security and Public Grievances, Govt. of India. And last but not the least he worked as State Election Commissioner of Delhi and Chandigarh from 2016 to 2022.

Shri S K Sadangi, recently retired, is an officer of 1988 Batch of Indian Railway Stores Service (IRSS).   He graduated from IIT (Kharagpur) in Civil Engineering and holds a Master Degree in Public Policy from National University of Singapore and Kennedy School of Government, Harvard, USA. Sri Sadangi  has over 20  years of  experience in Procurement and Inventory Management  in Indian Railways and 14 years of experience in governance and anti-corruption in three key sectors of the  national economy - Railways, Ports and Coal. During his tenure as Chief Vigilance Officer in  Ports of Kolkata, Haldia, Chennai, Paradip, Kamarajar Port Limited, Andaman Lakshadweep Harbour Works and Indian Maritime University and  Coal India Ltd, he has conducted several investigations of organizational and national importance like irregularities in  Railway Transportation of Iron Ore, vulnerability in High Value  Contracts, Recruitments in Railways, data transmission manipulation  in Electronic Weighbridges , Affiliation of Private Colleges to IMU etc. He was associated with the Hon’ble Justice M.B. Shah Commission of Inquiry, constituted by Govt. of India to probe into illegal mining of Iron Ore and Manganese in large parts of the country. In Coal India, several innovative and systemic solutions proposed by him have succeeded in preventing revenue loss of hundreds of crores of rupees. He currently focuses on use of data driven and evidence based policy making in natural resource sector, particularly those connected with measurement of quantity and quality in various types of   bulk material transaction. For excellence in the field of systemic reforms, Shri Sadangi had been conferred with several prestigious awards by Railways and other organizations. Sri Sadangi takes a keen interest in teaching young students the history of science and scientists and ancient Indian Mathematical Systems like Vedic Math. His last posting was as PCMM in Chittaranjan Locomotive Works (CLW), Chittaranjan, West Bengal.

Shri Somnath Mukherjee, WBA & AS 2008 Batch officer, working as  Finance Officer, West Bengal University of Animal and Fishery Sciences, Belgachia. Previously workred  as Assistant Financial Advisor, Fisheries Deptt., Govt. of West Bengal; Assistant Director, MSME Directorate, Govt. of West Bengal; Internal Audit Officer, Finance (Internal Audit) Deptt., Govt. of West Bengal; OSD, Medical Cell, Finance Department, Govt. of West Bengal; Accounts Officer, Medical Cell, Finance Department, Govt. of West Bengal;  and Additional Treasury Officer, Kalyani Treasury, Govt. of West Bengal. Delivered lectures to the IAS, WBCS (Exe.) and other allied service officers etc. in the listed topics in Administrative Training Institute, Salt Lake and Guest Faculty for ISDS/ IES Officers Training at CSTARI and training institutes on various topics which include   e-Governance or Electronic governance; General Financial Rules; Management and Behavioural Science; Change Management;GeM –Government e Marketplace;Security issues in e-Governance–Relevant Provisions of IT Act, 2000; The Right to Information Act,2005; 

Dr. Garima Lohani Bhagat. Presently working as Joint Secretary, Department of Defence Production She is an Indian Revenue Service Officer in the rank of Commissioner of Income Tax. She has above 28 years of public service experience in Govt. of India. She has served as Chief Vigilance Officer in Employees’ State Insurance Corporation (ESIC). She has also served  as Joint Director General in the Competition Commission of India, the apex anti-trust body, dealing with investigation of various types of anti-competitive market practices and frauds in procurement such as  investigation of cartels, abuse of market dominance in diverse sectors of economy such as airlines, railways, power consultancy market, pharma, coal, automobile manufacturing etc. She has been assigned important and sensitive investigations by CVC from time to time including being member of the core group on developing e-learning for vigilance functionaries. She has been a regular visiting faculty in various apex training institutions of the Govt. of India  such as, National Police Academy, ISTM etc. A brilliant student all her life, she has won gold medals in most of her examinations. To name a few are 12th Board Rank 1 in 1990, B Tech Gold Medalist and Indian Engineering Service Topper in 1994, Law Degree in 2011 Gold Medalist. She got her Doctorate degree on Procurement from IIT, New Delhi.

Dr. P. P. K. Ramacharyulu, Former Secretary General of Rajya Sabha has a vast experience of more than 4 decades in handling Parliament where he has been overseeing various parliamentary Committees such as Committee on Members of Parliament Local Area Development Scheme, Committee on Health & Family Awareness and Committee on Home Affairs. He also worked as  Secretary General, Andhra Pradesh Legislative Assembly. He earned his Doctorate degree on Parliamentary Committee Systems from JNU, New Delhi.

Shri Anil Singhal is a retired Indian Railway Stores Service officer of the 1978 batch. Also worked in senior positions in Railways like Exec Director Railway Board, DRM Madurai, GM and GGM RITES etc. Worked as Procurement Consultant in World Bank Dhaka and several WB funded projects in Sri Lanka and Gambia. Have overall about 36 years of  experience in Public Procurement and General Management. Have been delivering talks in World Bank sponsored trainings, Institutes like Indian Institute of Materials Management, Indian Railway Institute of Logistics and Materials Management, National Institute of Financial Management and wide spectrum of Govt Organisations and PSUs.

Sh. Suresh Madhavan- Senior Engineer at ONGC, is a B.Tech Engineer by qualification. He started his career briefly as a lecturer in Indira Gandhi college of Engineering, Navi Mumbai. He joined ONGC in 1995 in the executive cadre as Asst. Executive Engineer. He has served in different parts of the country – Dehradun, Mumbai, Jorhat-Assam, Delhi & Kolkata. He has received 07 awards of excellence for outstanding performance including the prestigious ‘Young Executive of the Year-2004’ award. He has been a faculty on preventive vigilance to the CBI Academy, Ghaziabad. He also has been a visiting faculty to the ONGC’s ‘School of Maintenance Practices’, Baroda. He was appointed as Chief Vigilance Officer of MSTC in April 2019. He is also functioning as the CVO of Ferro Scrap Nigam Ltd, Bhilai. Earlier, he was holding additional charge of CVO - Jute Corporation of India till April 2022. Sh. Madhavan is the vice president of the vigilance study circle, Kolkata Chapter.
